Job Overview:

Responsible for overseeing the daily operation, maintenance, and repair of municipal water treatment and distribution, wastewater treatment, streets, parks, and city buildings. Supervises public works personnel, ensures safety and compliance, and participates in skilled labor. On-call for snow removal and emergencies.

• Supervision & Leadership:

  • Supervise, schedule, and prioritize public works personnel.
  • Ensure safety and regulatory compliance in all operations.

• Infrastructure Maintenance:

  • Oversee checks of city infrastructure (water, sewer, streets, parks, etc.).
  • Maintain logs for meter readings and preventative maintenance.
  • Inspect and clean water, storm, and sewer systems, including lift stations.
  • Service wells, hydrants, pumps, and controls.

• Record Keeping & Reporting:

  • Maintain and prepare monthly reports for state agencies (MN Pollution Control, DNR, Dept of Health).
  • Collect water and wastewater samples for lab testing.

• Budget & Purchasing:

  • Purchase materials and supplies within the budget.
  • Assist with departmental budget preparation and obtain quotes/bids as needed.

• Project Oversight:

  • Advise city council on necessary repairs and construction projects (water, wastewater, streets, etc.).
  • Review and provide input on public works project plans.

• Operational Tasks:

  • Operate and maintain equipment like plows, mowers, and tractors.
  • Paint curbs, stripes, and haul gravel for streets/parking lots.
  • Remove snow from city streets and parking lots.
  • Maintain city-owned property and parks (mowing, cleaning, tree trimming, etc.).

• Maintenance & Repairs:

  • Perform minor repairs on equipment, buildings, and municipal property.
  • Contract out higher-level repairs as needed.

• Communication & Training:

  • Act as liaison to regulatory agencies (MPCA, Dept of Health).
  • Maintain communication with city council, engineers, contractors, and other agencies.
  • Attend public works-related seminars and job training.

• Licenses: Class D water and wastewater licenses, Pool Operator’s license (or ability to obtain within 12 months), Minnesota Class B driver’s license.
• Experience: 5+ years in public works, including infrastructure maintenance, vehicle/equipment management, and some administrative duties.

• Knowledge of city operations, policies, ordinances, and supervisory techniques.
• Ability to analyze problems, prepare reports, and communicate effectively.
• Proficient in the use of various hand and power tools and equipment.
• Ability to motivate staff, promote safety, and work independently.
• Mathematical skills for calculations and understanding hazardous materials.

• Considerable physical effort, including lifting (up to 100 lbs), bending, and twisting.
• Requires the ability to use hands and arms, climb, kneel, and balance.
• Must have large and fine motor skills and full sensory range to perform duties.
