Manage and monitor scope, schedules, and cost objectives with respect to design, contracting, scheduling, estimating, bidding, and contract administration. Responsibilities include construction administration and design management assistance.

Reports To Assistant Director of Design & Project Management
Place of Work The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions - Adhere to all state, federal, and local laws, policies, and procedures
- Collaborate with the project manager in all aspects of the project management process
- Assist with design development and standards integration during the design phase
- Coordinate the management regarding design, scope, logistics, materials, systems, constructability, and other related functions
- Participate in meetings at all stages of the project including pre-bid, pre-construction, onsite coordination, pre-installation, and walk-through meetings
- Review project schedule and plan of construction, logistics plans, site-specific safety plans, and storm water pollution prevention plans before and during construction
- Review issuance of contract and procurement documents including price, schedule, and scope of work
- Coordinate document controls with the other managers within department
- Review the construction manager's bid scopes for coverage, duplications, and gaps
- Assist in the review of change proposals and subsequent negotiation/issuance of change orders in collaboration with the project team
- Identify potential delays and promptly submit requests from contractor and Architectural/Engineering (A/E) for extension of time and/or costs
- Review and recommend changes to CMS A/E guidelines, standards, and specifications
- Conduct project site reviews to ensure that the work on the project is properly conducted and progressing on schedule
- Report all construction administration problem areas
- Review the contractor's schedule of values and payment requests with applicable financial staff
- Assist project team in preparation of the monthly reports, including collecting and documenting written and visual information
- Participate in the designer selection process for new construction and renovation projects, including RFQs and RFPs
- Review systems designs and specifications for assigned renovation and new construction capital projects. Coordinate the process for drawings, submittals, and RFIs.
- Review value engineering for items that could be adversely affected
- Coordinate requirements of specialty departments (Food Service, Athletics, etc.) within the design and turnover phases
- Review compliance to drawings and specifications at design milestones
- Review all existing drawings and surveys for items that could be of concern such as buried tanks, wells, septic tanks, monitoring wells, etc.
- Review soil reports and boring locations
- Review locations of historical landmarks such as time capsules and memorials and coordinate movement when necessary
- During renovation projects, make list of salvageable materials and coordinate removal
- Coordinate regarding hazardous materials removal prior to and throughout demolition/renovations
- Review site for any use agreements and advise team of potential conflicts
- Review requirements or circumstances for an arborist after clearing/demolition
- Coordinate the removal of Furniture, Fixtures, & Equipment (FFE)
- Review all phasing and logistics for ADA requirements with
- Assist in settling all claims and counter claims promptly and prepare a written report
- Assist in developing and implementing the operation and maintenance strategy, including scheduling of preventive maintenance
- Assist in updating 'Facilities Condition Index' (FCI)
- Respond to requests for data, information, and other correspondence
- Perform related work as assigned or required
Knowledge, Skills, Abilities - Knowledge of federal, state, and local regulatory requirements applicable to school construction
- Knowledge of principles and practices used in the planning, construction, operations and maintenance of facilities and systems
- Knowledge of commercial construction practices
- Knowledge of capital planning process and capital construction requirements
- Skilled in Microsoft Office suite, AutoCAD/Bluebeam, and CMMS
- Ability to read and interpret drawings, plans, and blueprints
- Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
- Ability to reason, make judgments, and maintain effective working relationships
- Ability to employ positive communication skills in all settings/mediums
- Ability to problem-solve utilizing sound judgment
- Ability to maintain confidentiality regarding school system business
- Ability to manage multiple projects at one time
Education and Experience - Bachelor's degree in engineering, engineering technology, or related field required
- At least five (5) years' engineering experience
- Prior experience in a K-12 environment preferred
- Equivalent combination of education and experience
Special Requirements - Possess and maintain a valid driver's license or ability to provide own transportation
- Travel to school district buildings and professional meetings
Physical Requirements/Working Conditions - Work requires the occasional exertion of up to ten pounds of force
- Work regularly requires the exchange of accurate and detailed information through oral and written communication
- Constantly operates a computer and other office business equipment
- Ability to remain in stationary position for required meetings/work
- Ability to move to other work locations
- Visual acuity requires preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities

- Work occasionally requires exposure to outdoor weather conditions
